About Us

The Assessor's Office is responsible for the valuation of all real and personal property in Topsham in accordance with Maine State Law.

Annually, the Assessor's Office reviews valuations, making adjustments that include any additions and deletions, as well as adjusting for market changes. The department is also responsible for maintaining accurate records of property ownership.

In addition to these and other duties, the Assessor's Office is responsible for processing exemptions for homestead, blind, veterans and widows of veterans.

The Assessor's Office is a source of information such as building and land records, monthly sales transactions and assessment valuation information used by other Town departments, the public, and their representatives (appraisers, brokers, attorneys, surveyors, title companies, etc.).

 

Property Tax Relief Programs

State of Maine has rescinded the Property Tax Stabilization for Senior Citizens. Also known as the Property Tax Stabilization Program, was a State law that allowed certain senior-citizen residents to stabilize, or freeze, the property taxes on their homestead. As a result, the Tax Stabilization Program will only apply to the property tax year beginning April 1, 2023 for fiscal year July 2023 to June 2024.

As an alternative to Stabilization, State legislation has expanded the eligibility thresholds for participation in the Property Tax Deferral Program and increased the maximum benefit available under the Property Tax Fairness Credit

Assessment Date:  April 1st.

Commitment Date :  September 6, 2024

Appeals Deadline:  March 10, 2025

Fiscal Tax Year:  July 1st to June 30th.

July 2024 - June 2025 Tax Rate:  $ 12.50 Per thousand dollars of  assessed value.

Certified Ratio 100%

Payment Dates:

1st payment is due October 15, 2024
2nd payment is due April 15, 2025

Exemptions

Applications for Homestead Exemption, Blind Exemption, Veteran Exemption (62 years old OR 100% service related disability), Current Use Tree Growth, Farm Land, or Open Space must be filed in the Assessor's Office by April 1. 

If an exemption has already been granted to you, there is no need to re-apply.  All application forms are available on the right sidebar, or at the Office. Completed forms may be dropped off, sent by mail, faxed, or attached to email.
