About Us

The Code Enforcement Office is responsible for the administration of the Topsham Zoning Ordinance chapter 225, NEC-70 Electrical Code, State Internal Plumbing and Wastewater Codes, and the Maine Uniform Building and Energy Code (MUBEC). The office maintains updated information on the Town website including permit forms, Zoning, Floodplain, and Shoreland ordinances, and building information. The office is always willing to help with any questions.

Permits

Please download the forms from our Permit Application Forms page and email, mail, or drop them off at our office.

Fees

The Town of Topsham has recently become aware of scam emails creating fake invoices requesting payment for application or permit fees.

The Town of Topsham will never ask you to wire funds, do not comply with instructions to wire funds.

Permit Fees can be mailed to the Town Hall attention codes office, dropped at our office, or processed online using the Miscellaneous Payments section at https://topsham.androgov.com/. If you have any question or concerns please contact us at 207-725-1724.

New Building and Energy code on April 7, 2025!

The State of Maine has amended the Maine Uniform Building and Energy Code adoption. On Tuesday, January 7, 2025, the Commissioner of the Department of Public Safety signed the amendments into rule. Municipalities must enforce the newly adopted 2021 I-codes and corresponding standards as of April 7, 2025. The Fire Marshal’s Office, Division of Building Codes website’s information and links will be updated in the coming weeks.
